By the way, there's an Agents' office located in the Capital building where Agents pick up their assignments from and report back to after an assignment in case some of you are unsure about what to write for your Agents.

Yay, I was trying to echo the essentials of his profile--and someone does of course! Isn't that what all of this is about!

Glad my assumption about the Agents' office in the Capital Building wasn't off the mark. Anyways, anyone else writing agents there can just assume that Noah has arrived at wherever he needs to be for that.

kupo-chan: being someone who worked in medical records in the past, i'll tell you some about it if you want your post to be correct in that sense. medical records and details of all patients are completely confidential except to the medical provider (yes, even the patient himself cant see his own records unless he requests them specifically). in order for anyone outside of the medical doctor seeing the patient to have access to the records, they must send out a request for the records, and be as specific as possible (specify dates, specific tests and exams, etc.), and also specify what exactly the records are needed for. once this request is approved both by the doctor and a privacy officer (often a lawyer), the records can be copied and given to the person requesting them. law enforcement dont need to have approved request for these records, but they still need a valid warrant for each person they wish to obtain records from.

now, in VO land, im sure the radicals are contesting this and want a way for law enforcement to more easily obtain medical records of suspicious patients without needing warrants or official requests. or they just want patient info to be more public and less private. im not sure if they've succeeded in this regard yet, i'll have to discuss it with the waifu once she comes on :D

in the meantime, uhh, i guess you could have a random judge approve warrants for like, 2 people with some weird criminal history or whatever. XD or maybe she can look at statistics instead? i dunno.

Waifu and I didn't get a chance to discuss the medical record issue today since I finished uni late today, but we should be able to discuss it tomorrow hopefully and provide a solid answer.

So a new British drama called 'Survivors' started airing on TV over here on the weekend and it's about a disease outbreak which kills off like 90% of the population... I didn't end up watching it though because it's on at the same time as House, lol. I also saw an ad for this week's 'The Mentalist' episode which happens to be about a deadly virus as well XDDD So yeah, I was quite amused and thought of VO when I saw the ads for those two shows~

Ah, okay, that makes sense; I would think that they probably took censuses (or something) about Vermillion, keeping track of death tolls and whatnot, but if that's a severe breach of privacy, then she can look at statistics or something instead, yeah~

Wouldn't it make sense for the government to have some sort of access to those sorts of files, though? They can't (...or shouldn't) send out Agents to look for Immune people on just a rumor they heard, right?

Thank you for the input, though~ I was wondering if that was really a legit way for Cella to get her information XDD;;

you can browse more around the site to view more HIPAA rules and stuff regarding privacy and such. actually, according to the link, in cases of bioterrorism, government can have full access to suspicious person's records. im sure specific requirements and stuff must be met and whatnot, but it makes it more plausible for cella to be looking up people's stuff. to make it more realistic i would have her access the stuff from a compy since most hospitals and medical centers now have all medical records on electronic databases now instead of paper charts (the reason why i dont have my job anymore D:)

waifu and i will still have to discuss if this law hasnt changed at all, so we'll be posting :D

........but now that I think about it, computer databases do make a lot more sense >__> She'd probably have to get a warrant in order to copy any files, though...?

If this whole thing goes out the window (...also Cella is being pretty volatile about using Radical means when she considers herself a Conservative......) then it would probably make sense for her to just look at statistics by regions or something, and then pinpoint a specific city where an immune person might have been seen?

but yeah, if you want her to just look at statistics and make a jump from there that makes perfect sense too :D sounds good~

Okay, waifu and I have discussed the issue and here's what we came up with -- the current law regarding privacy and medical records/personal information still exists in the VOverse. Most of the paperwork/research on immune people is done by government secretaries/public servants who have been assigned to work in the Agency, though Agents can help out with research and stuff when they're not out doing missions/assignments in the field. Agents gather their own intelligence and carry out reconnaissance in the field themselves, e.g. by talking to friends of an immune person to figure out where they are.

So basically it's up to each person to decide if they want to have the necessary information about a particular immune person handed to their Agent by the Agency along with an assignment to find them or if they want to actually write about their Agent doing the research themselves. If the information is handed to them, then you can add in a brief explanation about how certain information was obtained and why a particular person is suspected to be immune, e.g. the Agent is briefed before being given an assignment and it's mentioned that they suspect somebody to be immune since they received an anonymous call saying that they saw the suspect glowing. If an Agent is doing research and looking up files in the database, then you'd have to keep in mind the laws regarding privacy of medical records/personal information and obtaining warrants to access files and all that stuff.

lol, I used to like licorice when I was younger but now I hate it too =X
